Business: On-demand consulting marketplace. The idea is fairly easy to understand. The market place would have top-tier business talent who have a certain amount of prior experience working for a large consulting firm (eg. Mckinsey Bain etc.) who would offer their wide range of services to the businesses looking to hire a consultant/team of consultants for their project and don't necessarily want to spend a fortune on the big name consultancies. For a new consulting marketplace the specific answer we're looking for is to a) how to attract top-tier talent to the marketplace and to get them to sign up as an expert b) how to get businesses to actually use the platform to get their consulting projects executed.

This is a classic market place SaaS (Software as a Service) and the classic answer for getting both sides is quality content, quality marketing, and word of mouth (which you'll get once you provide quality service).
The key issue, BEFORE you think about how to get them to your platform is to first create a POC (proof of concept) to make sure that people want to use such a marketplace - doing this is fairly easy and will save you hundreds of hours, and tens of thousands of $ building the website.
