Who to contact for highway/ road contractors to bid on international projects

A colleague of mine is a consultant for a company based in D.C. he is looking to reach out to a highway/road contractor to bid on Outer Peripheral Ring Road The government of Karnataka, India through the Bangalore Development Authority (BDA) is proposing to have an Outer Peripheral Ring Road (OPRR) project works to connect between Hosur Road in the south Bangalore and Tumkur Road in the North West Bangalore for a distance of approximately 67km. The project also includes Town Planning of four Townships all along and on both sides of the OPRR. The Detailed Project Report (DPR) and the preliminary survey has been conducted and the project is ready to take off. I don't know much about this space so I thought I would ask if anyone can assist.
